The Election Commission of India (ECI) announced that more than 5.87 crore filled forms have been collected during the Special Intensive Revision of the electoral rolls in Bihar. This massive response translates to over 74% of eligible electors submitting their enumeration forms. The exercise aims to ensure maximum voter inclusion and update the electoral rolls ahead of future elections. Officials have urged all remaining eligible voters to complete and submit their forms before the final deadline of July 25, 2025. The poll panel emphasized the importance of this initiative in maintaining accurate voter databases and strengthening the democratic process across the state.

The Election Commission of India (ECI) on Friday, July 11, 2025, announced significant progress in the ongoing Special Intensive Revision (SIR) of Electoral Rolls in Bihar. According to the latest update, more than 74% of the 7.89 crore electors in the state have already submitted their Enumeration Forms — a key milestone in the comprehensive voter roll revision exercise.

In an official statement, the Commission revealed that a total of 5,87,49,463 Enumeration Forms, accounting for 74.39% of the total electorate in Bihar, have been collected as of 6:00 p.m. on July 11. This achievement comes just 17 days after the issuance of the SIR guidelines on June 24, 2025.

Last Date for Form Submission is July 25

The ECI emphasized that the last date for collection of Enumeration Forms is July 25, 2025, and urged all remaining electors to complete their submissions promptly. The ongoing revision exercise is aimed at ensuring accurate, updated, and inclusive electoral rolls ahead of future elections in the state.

To facilitate and expedite the process, the Commission has launched a second phase of house-to-house campaigns conducted by Booth Level Officers (BLOs), who are going door-to-door to assist electors in filling and submitting the required forms. These BLOs are being actively supported by field-level functionaries, including:

  • 38 District Election Officers
  • 963 Assistant Electoral Registration Officers (AEROs)

These teams are overseeing and supervising the implementation of the SIR at various levels, ensuring smooth operations and transparency throughout the process.

Smooth Digitisation and Upload Process

In addition to physical form collection, the Commission reported significant progress in the digitisation and uploading of the forms through digital platforms. Under the SIR guidelines (Para 3(h)), BLOs have already digitised and uploaded 3.73 crore Enumeration Forms using the BLO App and ECINet, ECI’s internal digital network.

To further streamline verification and ensure accuracy, a new module has been introduced in ECINet to allow AEROs and EROs to digitally verify the uploaded forms. This enhancement is part of the Commission’s broader push toward technological integration and real-time monitoring of the electoral roll revision.

Massive On-Ground Workforce Driving Efforts

The success of the SIR exercise so far is largely attributed to the robust on-ground workforce mobilised across Bihar. The ECI confirmed that 77,895 Booth Level Officers are currently active in the field. Notably, this includes 20,603 newly appointed BLOs who have been inducted to manage the scale of the operation.

Further strengthening the outreach, more than 4 lakh volunteers are assisting elderly citizens, persons with disabilities, sick individuals, and other vulnerable groups in filling out and submitting their forms. Their support ensures that no eligible voter is left behind due to logistical or physical barriers.

Additionally, 1.56 lakh Booth Level Agents (BLAs) have been appointed by all recognised political parties to monitor and aid the process. These agents are working in coordination with the BLOs to promote transparency and encourage higher participation across all communities and constituencies.

The Commission expressed satisfaction over the high participation rate achieved in a relatively short duration. With 74.39% of Enumeration Forms already collected, the SIR exercise in Bihar is on track for completion before the July 25 deadline.

This campaign also marks one of the largest voter outreach programs conducted in recent years in the state. The ECI has reiterated its commitment to inclusivity, transparency, and efficiency in strengthening the electoral process and preparing an accurate voter database.

By ensuring thorough verification and form submission at the grassroots level, the Commission is laying the groundwork for cleaner electoral rolls and fairer elections in the future.

Voters Urged to Participate

In its statement, the Election Commission once again appealed to all unregistered or unresponsive electors to take part in the enumeration exercise and submit their forms before the deadline. BLOs and other officials will continue their door-to-door visits over the next two weeks to facilitate this.
