Why the commotion?

The councillors from the BJP and AAP then made their way to the presiding officer’s seat. What is the guidelines?
The oath must be administered to elected and nominated councillors in the Nigam Sadan in accordance with Section 32 of the Delhi Municipal Corporation (DMC) Act, according to Anil Gupta, a former chief legal officer of the Municipal Corporation of Delhi. The Act is not specific about who should get the oath first. The Presiding Officer has discretion over who he swears under oath before and after. Additionally, the Corporation House is where nominated members must take their oath. They are unable to cast a ballot in the elections for the Ward Committee if they refuse to take the oath.
