Hyderabad — The Election Commission has released detailed guidelines as Telangana prepares to begin the Special Intensive Revision (SIR) of electoral rolls across the state from June 25, aiming to answer questions from voters and political parties about the exercise.

Chief Electoral Officer K Sudharshan Reddy said the SIR’s purpose is to improve the accuracy of the rolls by identifying deceased voters, duplicate entries, migrated electors and eligible citizens who are not yet registered.

House-to-house enumeration by BLOs
Booth Level Officers (BLOs) will carry out house-to-house enumeration, visiting every household at least three times. They will distribute Enumeration Forms, explain how to complete them, collect one filled copy and leave a second copy with the household as an acknowledgement receipt. Voters may also submit the form online through the Election Commission’s voter services portal.

Using the 2002 SIR roll for verification
To reduce the chance of electors receiving notices during the revision, the EC has allowed voters whose records cannot be readily matched to use details from the 2002 Special Intensive Revision (SIR) electoral roll. Printed copies of the 2002 rolls will be available with BLOs, who will help voters find their names. Electors can also search via the Election Commission’s voter portal or the Telangana CEO website using the “Search by Elector Details” option. Part-wise rolls are available in PDF for those who know their polling station.

If a voter’s name is absent from the 2002 roll, it could indicate they were not registered then. In such cases, electors may provide the electoral details of their parents or grandparents on the Enumeration Form; BLOs will assist in identifying the correct information to record.

Online submission and Aadhaar linkage
The EC has enabled online submission for voters whose electoral names match those linked to their Aadhaar records. Eligible voters can log in using their registered mobile number or EPIC number, verify via OTP, complete the form online and proceed to an e-sign page where a final OTP-based authentication completes submission. Election officials have urged all eligible voters with registered mobile numbers to use the online facility to streamline the process.

No documents required during enumeration
The CEO emphasised that during the house-to-house enumeration phase, voters do not need to submit any supporting documents when filling the Enumeration Form. However, after the draft electoral roll is published on July 31, Electoral Registration Officers (EROs) or Assistant EROs (AEROs) may request documentary proof if there are doubts about an elector’s eligibility.

The Election Commission’s guidelines aim to make the SIR transparent and user-friendly while ensuring the rolls more accurately reflect the electorate ahead of future elections.
