Washington: US President Donald Trump has described the Saudi Arabia-Turkey-Pakistan defence agreement as a “big, bold and important first step” towards enabling the three countries to defend themselves more effectively.

The agreement, signed in Mecca on August 7, states that an armed attack against any one of the three countries will be considered an attack against all. The provision has drawn comparisons with NATO’s collective-defence principle, although the pact’s practical scope and response mechanisms remain to be tested. The three countries have presented it as a defensive arrangement aimed at strengthening deterrence and coordination, rather than as an alliance directed against a specific country.

Trump welcomed the agreement in a post on Truth Social. He said he was “very happy” to see Saudi Arabia, Türkiye, and Pakistan finally sign the Mecca Joint Defence Agreement. He added that the pact showed the Middle East was moving towards greater regional cooperation and that countries would be able to protect themselves “in a more meaningful way”.

“Congratulations to the great leadership of the three nations,” Trump wrote, calling the agreement a “big, bold, and important first step”.

What the pact involves

It creates a framework for closer political and military coordination among the three countries.

The arrangement is expected to involve senior defence and foreign ministers, as well as military commanders. The countries are also planning joint exercises involving land, naval, and air forces. Cooperation in air defence, unmanned systems, and defence industries could become another important part of the partnership.

For Saudi Arabia, the agreement comes amid concerns about missile and drone threats in the wider Gulf region. Riyadh has increasingly sought stronger regional security arrangements and greater capacity to respond to possible attacks. Türkiye brings military experience, a developed defence industry, and growing influence in regional diplomacy.

Pakistan contributes a large and experienced military establishment, strategic cooperation with Saudi Arabia, and longstanding defence links with the kingdom. For Islamabad, the agreement could increase its diplomatic and strategic importance beyond South Asia.

Why the agreement matters

The pact could mark a new phase in regional security cooperation. Instead of relying entirely on external security guarantees, the three countries appear to be building mechanisms for consultation, joint planning, and military coordination.

The agreement does not publicly identify India, Iran, or any other country as an enemy, and it remains unclear how the collective-defence clause would work in a real crisis. An attack on one member may trigger consultations and coordinated support, but that does not necessarily mean the other two countries would automatically enter a war.

The agreement’s future importance will depend on whether the signatories establish permanent institutions, conduct regular exercises, share intelligence, and clarify the circumstances in which military assistance would be provided.

India assesses the implications

New Delhi is closely watching the development, particularly because Pakistan is one of the signatories. India’s Ministry of External Affairs said it was examining the agreement from the perspectives of national security, regional peace, and stability.

MEA spokesperson Randhir Jaiswal said India remained fully committed to protecting its national interests and would take all necessary measures. The statement was cautious but firm, reflecting the need to avoid unnecessary escalation while monitoring how the new arrangement develops.

For India, the main concern is whether Pakistan could attempt to use the agreement to gain political or military backing during a future confrontation. At the same time, Saudi Arabia is an important economic and strategic partner for New Delhi, while Türkiye remains a significant regional power. India is therefore likely to balance preparedness with continued diplomatic engagement.

The agreement does not automatically change the military balance in South Asia. Its real impact will depend on how the three governments interpret their commitments and whether their cooperation extends beyond statements and ceremonial diplomacy.
