Sambhal Mosque Survey Violence: Death Toll Rises to Five; Prohibitory Orders in Place

The death toll from the violent clashes in Sambhal, Uttar Pradesh, during a court-ordered survey of the Jama Masjid has risen to five. Two additional fatalities occurred late on Sunday (November 24, 2024) night in Moradabad, where the injured were receiving treatment. The deceased have been identified as Mohd Kaif and Mohd Ayan, both around 25 years old.

The violence erupted as protesters opposing the survey clashed with security forces near the mosque. The unrest saw demonstrators hurling stones, setting vehicles on fire, and even firing shots, resulting in several casualties. In addition to the five deaths, many security personnel and civilians sustained injuries. Among the injured were the PRO of the superintendent of police, who suffered a gunshot wound, and a circle officer, who was struck by pellets. A constable also sustained serious head injuries.

In response to the growing unrest, the district administration has imposed prohibitory orders under the Bharatiya Nyaya Sanhita (BNS), barring outsiders from entering Sambhal until November 30. The restrictions also prohibit social organizations and public representatives from entering the district without prior permission. Authorities have warned that violations of these orders will lead to punitive action under Section 223 of the BNS, which penalizes disobedience to lawful authority.

The situation in Sambhal has been tense since November 19, when the court ordered a survey of the Jama Masjid following claims that a Harihar temple once stood on the site. The survey, initially scheduled for a weekday, was moved to Sunday to avoid disruption during afternoon prayers. However, when the survey team began its work, a large group of protesters gathered and clashed with security personnel, escalating the violence.

The district administration has suspended internet services in Sambhal tehsil for 24 hours to curb the spread of misinformation. Schools in the area were also closed on Monday as a precautionary measure. Authorities are currently investigating the violence, using video evidence to identify those responsible.

District Magistrate Rajender Pensiya has assured that the administration is committed to restoring peace and will take strict action against those involved in the violence. The prohibitory orders remain in effect to ensure safety and maintain order in the district.
