The National Democratic Alliance (NDA) on Saturday unveiled its manifesto for the 2025 Bihar assembly elections, just days before Phase 1 of voting begins. The document, titled Sankalp Patra, lays out an ambitious vision for the state’s future—one that seeks to tackle unemployment, empower women, and transform Bihar’s infrastructure landscape. At the heart of the promises lies a bold commitment to create one crore government jobs, a move aimed squarely at addressing the state’s long-standing challenge of mass migration and limited employment opportunities.
Releasing the manifesto in Patna, BJP national president JP Nadda and Chief Minister Nitish Kumar stood side by side, joined by senior leaders from the alliance, including representatives from Chirag Paswan’s Lok Janshakti Party (LJP) and other coalition partners. The event was more than a political spectacle—it was a display of unity and intent, signaling that the NDA is seeking to renew its social contract with Bihar’s people through a blend of welfare and development-driven promises.
Bihar has long been associated with large-scale migration, as lakhs of its youth travel to other states in search of work each year. The NDA’s pledge to provide one crore government jobs directly addresses this persistent concern. If the alliance returns to power, it says it will carry out a “skill census” across the state to map young people’s capabilities and match them with employment opportunities. “We will establish Bihar as a global skilling centre, with mega skill hubs in every district,” the Sankalp Patra declares. The idea is to create a generation of skilled professionals capable of competing not just within India but globally, marking a shift from Bihar being a supplier of labour to a creator of talent.
The manifesto also dedicates a significant section to women’s empowerment, another pillar of the NDA’s vision. Through the Chief Minister’s Women’s Employment Scheme, women will receive financial assistance of up to ₹2 lakh to start their own businesses. But the goal extends beyond immediate relief—the alliance has set its sights on turning one crore women into “Lakhpati Didis,” meaning women earning at least ₹1 lakh annually through self-employment and entrepreneurship. Building on this, the NDA also introduced Mission Crorepati, which aims to help women entrepreneurs scale their businesses to the next level, turning them into role models of financial independence across rural and urban Bihar.
Infrastructure, a traditional focus of Nitish Kumar’s governance, forms the third major pillar of the manifesto. The NDA promises to construct four international airports and seven new expressways to boost connectivity and attract investment. These projects, the alliance argues, will not only enhance mobility and trade but also create thousands of jobs, thereby stimulating the state’s economy. In addition, the manifesto pledges to build 50 lakh new pucca houses, ensuring that every family has access to a secure home.
On the welfare front, the NDA’s Sankalp Patra outlines several initiatives aimed at reducing the cost of living and improving quality of life. It promises free ration distribution to eligible families, 125 units of free electricity per household, and free medical treatment of up to ₹5 lakh under health schemes. The alliance also reaffirmed its commitment to expanding social security pensions under the Pradhan Mantri Awas Yojana, benefiting the elderly, widows, and differently-abled citizens.
JP Nadda, speaking at the launch, emphasized that the manifesto reflects the NDA’s “track record of delivery and its vision for a prosperous Bihar.” Nitish Kumar, echoing the sentiment, said the alliance’s focus will remain on ensuring that development reaches every village and every citizen, especially women and youth.
In a state where political promises often compete with deep-rooted socio-economic challenges, the NDA’s 2025 manifesto attempts to strike a hopeful tone. With its mix of job creation, women’s empowerment, and infrastructure development, it seeks to present a roadmap for a more self-reliant Bihar. Whether the voters will be convinced remains to be seen, but for now, the Sankalp Patra has set the stage for a high-stakes electoral battle in the heart of India’s political heartland.
